In 2002-2002, the Career Connections Board commissioned Ingham Intermediate School District and Lansing Community College to conduct a multi-year evaluation of the Career Preparation System in the tri-county region. Staff of Ingham Intermediate School District, Lansing Community College, and members of the Career Connections Evaluation Subcommittee collaboratively designed the evaluation plan, which was subsequently reviewed and approved by the Career Connections Board.

How to bid on WIA Youth Funding:

*UPDATE* 2 P.M. FRIDAY, AUGUST 23* This is a reminder that Pre-Bid Notices are due by 5:00 p.m. on Monday, August 27, 2007 for the Workforce Investment Act Youth RFP. You must submit a Pre-Bid Notice if you plan to submit a proposal. You may submit a Pre-Bid Notice and subsequently decide not to submit a proposal; however, if you do not submit a Pre-Bid Notice and submit a proposal, it will not be considered for funding. *end of update*Recently, Capital Area Michigan Works! (CAMW!) announced it had $500,000 available to serve at-risk youth. The dollars are known as Workforce Investment Act, or WIA, Youth program dollars. CAMW! receives these dollars every year from the Federal government to help at-risk kids finish high school, get a GED, carry on to post-secondary education and ultimately get jobs. Some school districts and nonprofits in the community are already using these dollars.
The $500,000 are remaining and additional dollars to fund programs from November 1, 2007 through June 30, 2009 in two cycles (Nov. 1, 2007-June 30, 2008, then July 1, 2008-June 30, 2009).
To receive funding, organizations must reply to a public Request for Proposal, available under the Requests for Proposal (RFP) section of this Web site, and submit a comprehensive proposal by a specified deadline. A full timeline of the RFP process is also posted in this section.

In a nutshell... Because these are Federal dollars, there are many rules and regulations that come with them. Capital Area Michigan Works! will help successful bidders learn how to follow these rules, however, there are some non-negotiables.
The dollars MUST be used to serve youth between the ages of 14 and 21 in Ingham, Eaton and Clinton Counties. The youth must be low-income, and have one or more of the following barriers to employment: basic skills deficient in reading or math, high school drop out, homeless, runaway, foster child, pregnant or parenting, offender or a youth with a disability.
Bidders are meant to design their own program structure, but the program must involve ALL TEN of the following mandatory program elements:
- Tutoring, study skill training, and instruction leading to secondary school completion
- Alternative secondary school offering
- Summer employment opportunities linked directly to academic and occupational learning
- Paid and unpaid work experiences including internships and job shadowing
- Occupational skill training
- Leadership development opportunities which includes activities such as positive social behavior and soft skills, decision-making and teamwork
- Supportive services such as uniforms for work or assistance with transportation
- Adult mentoring for at-least 12 months
- Follow-up services
- Comprehensive guidance counseling and counseling including drug and alcohol abuse counseling and referrals to other counseling services.

- How do I get a copy of the RFP once it's released? (JPG - 141.68 kb)
The RFP is now posted to Capital Area Michigan Works! Web site, www.camw.org in the "Documents" section under "Requests for Proposals (RFPs)." You can download and print the necessary documents from there. You will need both Part A and Part D.
- What if I still have questions? (DOC - 20.5 kb)
If you have read through all of the Questions and Answers from the Technical Assistance Workshop, have fully reviewed Part A and Part D of the Request for Proposal and have fully reviewed the "How to bid on WIA Youth Funding" section of this Web site and still have questions, please plan to attend the Bidder's Conference on August 10 from 8:30 to 11:30 a.m. Details on how to register for the conference are included in the RFP.
Because we are a Federal agency, we are required to share all questions and all answers regarding the RFP publicly, so please do not email or call individual staff. Unfortunately, they will not be able to assist you privately. If you have questions you would like addressed, you must present them at the Bidder's Conference. Following the conference, we will share questions and answers on the CAMW! Web site.
